On 9 December 2023, at Expo City, Dubai, United Arab Emirates, Pol. Gen. Patcharawat Wongsuwan, Deputy Prime Minister and Minister of Natural Resources and Environment of Thailand, delivered a statement during the High-level Segment of the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP28). He reaffirmed Thailand’s position and called on all nations to take decisive action, stressing:
“Our one and only planet has already sent us a warning—2023 is set to be recorded as the hottest year in history. The time has come for all of us to act together so that our children and future generations can continue to live on this Earth.”
He noted that Thai society is increasingly aware of the climate crisis and confirmed that Thailand has honored its commitments, showing clear and tangible progress in domestic action. The country has updated its Nationally Determined Contribution (NDC) Action Plan for 2030 to cover all economic sectors, aiming for peak greenhouse gas emissions by 2025. Thailand is also working to transform its economic ecosystem to adapt to climate change in ways that are inclusive of all sectors of society.
Furthermore, the Thai government is accelerating the enactment of the Climate Change Act to serve as a regulatory tool for greenhouse gas emissions management and to enhance adaptation capacity. The legislation will include appropriate and accessible financial mechanisms to enable a systematic transition toward carbon neutrality and net zero greenhouse gas emissions.
Thailand has also developed a National Adaptation Plan as a key framework for building long-term climate resilience for its people, while supporting global adaptation goals. The country is advancing climate-smart agriculture initiatives, such as enhancing rice cultivation practices to reduce greenhouse gas emissions while ensuring food security.
Pol. Gen. Patcharawat emphasized that mobilizing USD 100 billion annually by 2025 will be critical for achieving the goals of developing nations. As a Party to the UNFCCC, Thailand welcomes clear progress on the Loss and Damage Fund at COP28 and strongly hopes that the Global Stocktake will reflect a credible pathway toward limiting global temperature rise to 1.5°C, in line with the Paris Agreement.
